One of the most important aspects of creating successful products is the ability to identify and define potential product problems, and in turn generate possible solutions. By prioritizing the contents of your roadmap based on problem size and impact (market size, frequency, pain size, potential business impact if solved, etc.), rather than solutions (or features), you are effectively focusing on improving outcome rather than just focusing on increasing the output of your team.
Not all problems need to be solved with new features; sometimes the best solution is simply improving existing ones - or solving the problem without a product, but with a changed process - or simply by eliminating the problem.
